Can the world sue Japan for killing so many whales?

Sadly, no. There are no international anti-whaling policies so there is no way that Japan could be brought to court.

No.  Japan’s whale hunts are not in violation of law and the International Whaling Commission permits the hunts because they are small in size and can be categorized as “research whaling.”

If the IWC wished to ban Japan’s current whaling program, it could do so.  Instead, it acknoledges that Japan is not violating the ban.
