In the way that they hurt birds? Not unless a human flies a tiny plane into a windmill on purpose. So far the only major complaint about windmills’ impacts on human quality of life is noise.
Of course they can. If you’ve ever stuck your finger in a fan, you have an basic idea of what a windmill can do. Horizontal-axis wind turbines have very high wing-tip speeds, and if anything gets in the way of the blades’ rotation, it will be damaged, and if it is alive, it could be killed. Windmills are very high off the ground, however, and are generally placed in areas where there is a lot of wind and few people (such as a hilltop or offshore).
