In short, yes. I remember after college I moved to an area where there were these metal pipes in the ground with flames atop. I asked someone what they were burning, and they said that the nearby homes were built on a land-fill, and they were required to burn off the methane to avoid exploding houses.
The methane gathered from cow poop or land fills would have to be processed to remove other gases, but it could be done. Getting methane directly from a cow might be a little more difficult.
