In theory, yes. A magnifying lens can collect and focus photons on a smaller area. To make this worthwhile for a standard solar panel, however, becomes a question of practicality. A standard sized solar panel enhanced by a magnifying lens would need the lens to be much larger (to collect an even larger range of photons than the panel alone could) and be positioned much higher for the focal point to bring the photons into the panel. This would be an expensive and awkward venture to fabricate structures to hold these lenses up for an affect that could probably be achieved more sensibly with mirrors (which are in use today).
