The goldfish is a subspecies of the Prussian carp, bred for its distinct coloration. Carp are edible, therefore goldfish are as well. In fact, as early as 1939 there are records of American college students swallowing goldfish, as a parlor trick or on a dare.
Fish sticks can be made from any kind of edible fish, so there is no reason goldfish could not be used for fish sticks.
