I dont see why not. HOwever, one of the main criticisms of modern lifestock agriculture is that the animals are raised in confined areas and are fed grains, when few livestock animals have evolved to eat and digest grains. So. if the livestock were on the bottom floor so they could also go out and graze that might work. A key thing to consider is waste removal. However, raising livestock near the vertical production of vegetables would provide a great local source of fertilizer.
There are already some farms that do have cows on multiple levels. However, cramping animals into confined spaces is the opposite of what you want to do for sustainable farming.
