No. Tires thrown away in that manner become breeding grounds for mosquitoes, by filling with rainwater and sheltering mosquito larvae from the elements. Also, tire fires release thick smoke, which pollutes the air.
Most states have regulations on how many scrap tires can be stored in one place, as well as regulations on proper disposal.
