Theoretically, yes, however in practice, no. Right now, the technicalities of who owns it, and thus who would manage the reserve, are still up in the air.
There are plenty of examples of large marine reserves already, like that in Kiribati. So once sovereignty is established, if the owning country is so inclined, it would be very easy to establish the reserve.
