In theory, yes, but in practice, the plantings may result in something like this:
Creating vertical plantings is semi difficult on a smaller scale, at the size of most skyscrapers, it would be quite difficult to manage. Irrigation, appropriate plants, etc. would require an intense amount of planning, and the infrastructure would probably be an issue as well. Not to mention, it would be important to assure the the plantings did not interfere with the natural light that enters the building as well.
Solar panels for the exterior walls, with a living roof, might be a better alternative.
It could be done, but plants wall (green curtains) are better for small scale buildings. Plantings at that height would cause safety concerns for the pedestrians and vehicles below.
