can we mine methane from the ocean or large lakes?

Yes, we can, but it looks to be a complicated and potentially dangerous process for which we are still developing the technologies. Lake Kivu in Rwanda has been mined for methane. Scientists are also looking at ways of mining methane hydrates from the bottom of the ocean. Here are link to two interesting articles, one about Lake Kivu and one about potential methane mining in U.S. oceans.

It is possible to mine methane from oceans or large lakes. An experiment has disclosed that methane gas is produced when chopped plant materials are mixed with equal volume of water. Therefore the part of ocean that has many dead aquatic plants with equal volume of water will tend to produce methane gas which could be mined.
