Yes, we can make coal in a lab but for the most part the amount of energy required to make it greatly exceeds the amount of energy it supplies. However, a company in New Zealand has invented a machine that they say can convert carbon into biomass coal and take in more carbon than the energy it requires to do it produces. This would be an incredible discovery even though we are trying desperately to move away from coal. If we could use a machine to lower the environmental impact of burning coal, we could at least use the machine until we create enough infrastructure to have a renewable energy world.
