If we’re talking about combustion vehicles, starting an engine requires more power than allowing it to idle for a brief period, this is due to the static inertia of the cylinders (or rotary) that needs to be overcome every time the engine is started. This period of higher power consumption correlates with more fuel combustion and more exhaust emissions.
