Can we make big enough fuel cells to power entire cities?

Well, the cells themselves are small. It is generators made up of many individual cells that can get bigger. I guess you could keep adding them up, or just stack a lot of such generators together (as long as overheating does not become an issue) into a large power plant. But it might just be simpler to do what Japan is doing with a fuel-cell-powered city (so far 150 houses) – simply installing a hydrogen fuel cell generator in each house.
