There have been many experiments with capturing CO2 and either safely dispersing it or converting into something useful like fuel. One experiment from the University of California demonstrated that it was possible to split CO2 into carbon monoxide and oxygen – so it would seem that yes, it is possible to take oxygen from CO2.
