No we cannot change the gravitational pull of the earth. Gravitational pull is based on the mass of an object. In order to change the gravitational pull of the earth we would have to change the mass of the earth which is near impossible by our standards when you take into account that we are only on the crust and nowhere near most of the mass located at the core. To change the gravitational pull by significant amounts, the mass of the earth would have to change drastically.
