Yes, in fact many artificial wetlands have already been constructed. Many of these are used for the disposal of waste waster and sewage water. Wetlands such as marshes and swamps are not only excellent sources of biodiversity, but they act as natural filters, cleaning water so it can be recycled. Across the nation and the world, the destruction of many wetlands has crippled water quality and biodiversity and this is a way to restore them after human interference has wiped out natural ecosystems.
