Yes – that is what water treatment plants are for. Although it’s not a direct transfer (eg: solid waste is not transformed into water), but rather, waste products are filtered, so that what is truly waste material is separated from any possible water source it contains. The water is filtered and cleaned to be reused for communal needs, such as plant watering, street cleaning, etc.
