can we add any chemicals to water to make it freeze at a higher temperature?

    Not really because the water molecules (H2O) are not changed in any way just by adding chemicals. Oddly enough however, adding salt (Sodium Chloride: NaCl) can greatly reduce the freezing temperature of water. The more salt, the lower the freezing temperature becomes. If water is 23 percent salt, its freezing temperature drops from 0 degrees Celsius to -21 degree Celsius. This is why the icy waters at the poles do not freeze completely.
