If you are referring a tree located on your own property you have the right to do any maintenance or removal of it you deem necessary. If the fallen parts you are referring to are broken branches and dead growth that is in a tree, then yes you can remove it.
If a tree is not located on your own property then you are NOT allowed to trim or alter the tree, even if it has dead parts. This should be performed by the rightful owner only.
