There are three basic types of tidal power and it depends which type you want to use. If it is wave energy, then it can be placed anywhere there are waves. This is the lowest power producing method, so wave energy usually only powers a lit buoy or something else of similar proportion. Ocean thermal energy can be harnessed anywhere where there are deep waters and a dramatic change in surface temperature. The difference in the temperature of the surface of water and the lower, colder parts creates this form of power. Third is tidal energy which can only be used in a few select places on earth because it requires a 16 ft rise in water level at high tide in order to function.
