Yes, 100% humidity does happen very often in nature. 100% humidity means that the air is saturated with water vapor and cannot hold anymore. At that point, ran is possible but the air does not have to be at 100% humidity in order for it to rain. The air only needs to reach 100% humidity where the clouds are forming in order for rain to occur, but the humidity at ground level could still be much lower.
