Can telecommuting actually be less efficient since workers are not sharing resources?

I think telecommuting, even though the employee is not sharing the electricity in the office, still has the potential to be more efficient than commuting. If an individual or many individuals are driving separately and fairly substantial differences to work, then the benefits of telecommuting are clear. However, I do see how it may not be seen as the more efficient option. Living in a city, for example and taking only public transportation to work really cuts back on an employee’s impact on the environment.
