Can the Sierra club tell me I can’t ride my bike on a trail?

    No.  A government agency determines what types of vehicles (if any) are allowed on trails.  It will typically be a parks department, or some other agency within the Department of Interior, but it could be other agencies as well.  The Sierra Club does not have the jurisdiction over any trails that are publicly owned.
