Yes it can. They started doing this in India, actually. When mixed with asphalt, recycled plastic becomes a compound called polymerized bitumen, which is more resistant to monsoons and wear and tear than regular pavement.
Yes guest, as meekul mentioned, there is some experimentation going on with this, but I present a long-term problem. Wouldn’t the plastic eventually photodegrade and ruin the soil underneath? Hope I helped, and have a green day!
