It would be possible for electric cars to run on wind power produced by turbines. There are also cars being built which use pressurized air drawn from the atmosphere to run.
To the best of scientific knowledge there is no such thing as a perpetual motion machine. If you are expending energy to push a car, the wind effect produced will take energy. If you try to place a wind turbine or propeller on a vehicle the increased friction will probably cancel the gain of power that you are trying to capture.
