Yes. While there is inevitably die-off from the initial blast and residual radiation, some plant life can still grow where the bombs were dropped. There is also a documentary looking at Ginko trees that budded and flourished soon after the bomb was dropped in Hiroshima, which can be found here: http://www.xs4all.nl/~kwanten/hiroshima.htm.
