Technically no, however if you are in a forest, and are eating a banana, or apple, and throw the organic waste on the ground, you are simply adding energy to the ecosystem.
I think the term “litter: carries with it the implication that the item is not wanted in the environment. So, semantically, no, LITTER can not be a good thing, because if it were a good thing, it wouldn’t technically be litter.
I agree with the above answer, though, that biodegradable, organic waste isn’t doing any harm other than temporarily dampening the aesthetics. It is actually adding energy to the ecosystem.
