It can make it more energy or chemical-intensive. De-inking paper can be done one of two ways: washing, which uses chemicals to remove the ink, or flotation, which uses air to separate the ink from the pulp. Sometimes the ink is not completely removed, which is the reason that recycled paper is often not perfectly white. As long as the process is done without toxic chemicals, thus without producing environmentally harmful waste, ink and its removal is not a major problem in paper recycling.
