Can individual states sue utilities companies over their emissions?

Yes, the first example of this occurred in 2004 when the Attorney Generals from eight states and New York City united and vowed to sue five major power produces to try and put pressure on large companies to become more efficient and hopefully curb what was then called global warming. This public nuisance was filed at a federal court in Manhattan. California, Connecticut, Iowa, New Jersey, New York, Rhode Island, Vermont and Wisconsin, along with New York City’s corporation counsel were those who brought the case.
