Entire unused rolls – sure. Used paper towels – not a chance. Recycling is usually for clean products, paper towels would only taint the recycling process and do more harm than good.
The process used in recycling paper towels is pretty much the same as the process used for recycling paper. Although it would be difficult to recycle paper towels with food stains on them, especially oil since this can interfere with the entire process in general. Germs and mold can be concerns too. “PLUS many paper towel products are made with some sort of recycled fiber which shorten the same said fibers and makes them harder to recycle.” It would be a good idea to find more eco-friendly alternatives to paper towels instead.
