The answer to this question largely depends on the plastic bag’s material. Plasticbagrecycling.org states that “the majority of plastic films are made from polyethylene resin and are readily recyclable if the material is clean, dry, and not pigmented black” (see first link below). One fast way to know would be to check and see if there is a resin code (three arrows shaped in a triangle, with a number in the middle) printed on it. If so, it can probably be recycled.
Many municipal recycling centers do not accept plastic bags, but some do. The link below also contains a search engine to find the closest recycling center near you that will accept plastic bags.
