Definitely not. Cigarettes contain variou carcinogens, as well as heavy metals like arsenic. Tomatoes are highly succeptable to tobacco, which will damage the plant. Only healthy items should be placed in your compost pile, since it will be creating soil that will ultimately grow the plants that you will be eating.
Cigarettes are not biodegradable and should not be composted. Nicotine is a potent insecticide, which disturbs the natural role that insects play in composting. There are a lot of toxic chemicals added to cigarettes to improve their taste which you would not want to end up in a compost bin that will be used for enhancing soil, the ultimate purpose of composting in the first place. Cat litter is another definite no-no in a compost bin.
