As long as it’s not raining outside, the air will dry your clothes. The water won’t evaporate as quickly in cold weather, but direct sunlight in any weather will speed the drying process.
You also don’t want to dry to dry your clothes in extreme cold. Near 32 degrees Fahrenheit (the temperature water freezes), attempting to dry your clothes outside might just freeze them!
Yes, you can, even if there’s no sun. The air and wind will dry them, but it will be slower.
