In some sense of the word, yes. A better description for human blood that is uncontained and that could spread disease would be a bio-hazard. If it were dumped in vast amounts it would be considered pollution but in small amounts it is not polluting something so much as creating a bio-hazard. The main reason blood needs to be cleaned up is to prevent disease.
