It may be one day possible. Scientists already know that asphalt is excellent at retaining residual solar heat; just go walk on it during a hot day without shoes, and you’ll agree very quickly. There are several different methods of accomplishing this, with some using energy capturing cells placed atop or next to roads, and also using a system of simplistic semiconductors. It is believed that this residual heat can be used to power street lights and signs, putting less strain on the power grid.
