Yes, hair is an organic substance that can indeed be composted. According to this website it may be slow to degrade, but it is organic and made up of cells so it will eventually degrade and release Nitrogen.
And the nitrogen released by composting hair can be good for your compost! Just be sure to scatter the hair and not let it clump.
Human hair makes great plant fertilizer according to science daily. Mixed with other compost it is efficient. Hair alone isn’t sufficient to be beneficial.
