This is an interesting question and one that has a very non-specific answer. How much water grass needs is based entirely on the environment where you live. If you live in a very wet environment, like Seattle, then you may never have to water your lawn because rain and ground water is enough. If you live in Southern California, however, you would have to water your lawn year round because there is not enough natural water to support grass. The morning dew is just condensed water from the air from when it was colder over night, and is not a significant water source.
In some areas, possibly. But, in moderate to dry areas, the dew evaporates more quickly than it can be used by the plant, and rain or watering is required.
