Can fresh ocean caught fish ever be considered “organic”?

Or does all the pollution it eats preclude this classification?

    Ocean caught fish can never be considered organic because they live in an uncontrolled living environment. The Department of Agriculture grants the right to use the organic label on fish based principally on their diet. It is impossible to evaluate the precise diet of a fish harvested from the ocean.
