Can falling flower petals be considered pollution?

Not really, litter is commonly thought of as inorganic or man-made objects that cannot decompose on their own. Petals or leaves falling to the ground is just a natural way of the ecosystem to nourish itself through decomposition; the same way when an animal dies and decomposes it is not litter.

Not really, because like most plant material, they will decompose in a matter of weeks. You can actually add them to a compost heap, let them return to the soil through the action of microorganisms, then use the mulch to help grow new flowers!
