Can every country use desalination for drinking water?

Every country with access to salt water, which is the vast majority of countries. The countries without access to fresh water and salt water have little recourse other than importing water. The biggest obstacle in they way of desalination is the price, it is an expensive process that requires a lot of technology not available to most developing countries. As the process becomes more widespread the price should drop due to supply and demand (there is less supply of fresh water, and more demand for desalination, so the price should drop accordingly).
