Yes, envelopes can be recycled, because they are paper. Along with all other types of paper products, they are feed into machines that turn it all in a “pulp” and then recycled to make new paper Even the envelopes with the clear plastic window in the front are recyclable. The machines in the recycling plants automatically sort them out from the paper.
Yep! Regular paper envelopes can certainly be recycled along with general mixed paper. Even those envelopes with little windows can be recycled! The adhesive is really a neglible part of the envelope, same with the window (both of which get filtered out through the recycling process).
