Yes, colored paper can be recycled. Paper such as magazine paper is the kind that is non-recyclable due to the plastic content. Construction paper is recyclable and for the most part ink is removed from the paper in the recycling process.
Most paper can be recycled regardless of color. The paper that can generally not be recycled is that with a wax or plastic coating (like magazines and paper cups).
