Can Copenhagen be considered a success if no climate treaty is reached?

    Yes, because although no binding treaty was signed, all of the worlds most influential economies (other than Russia and Mexico) agreed that they had to reduce carbon emissions, and signed non binding agreements stating this. These countries are global trendsetters, and if they reduce emissions, the effect will snowball, leading to reduced emmissions by all countries worldwide.

    Once the majority of countries have began capping carbon emmissions, they will also start becoming more active in enforcing carbon emmission caps worldwide (no country wants to be the only one doing it right?).
