Collectors anywhere within Earth’s atmosphere are likely to receive essentially the same amount of sunlight. Although you’d potentially eliminate some of the obstacles, like clouds and atmosphere, but air pressure, humidity, and other factors might adversely affect the efficiency of power generated.
There have been proposals, most notably by the Japanese government, to launch solar collectors into space (outside the atmosphere, obviously) and transmit the gathered energy back to earth via laser beam.
