Can coal be completely phased out of use in the US?

Eventually, maybe. But for now, no. A study conducted by the Rock Mountain Institute estimated that the US can cut coal use by 60% by 2020. This estimate can come about if the US continues to invest in renewable energy resources to transition out of using fossil fuels. However, presently, we continue to use coal to generate electricity. America has large amounts of coal available, and therefore, heavy mining of it continues in the country. I do believe though, that in the future, we will find energy resources to replace coal.
