Yes definitely. Global warming may cause the increase of certain types of mutations. These mutations can definitely cause smaller animal breeds. I believe this is likely because largery animals, those higher up on the food chain, need a healthier environment. Global warming is destroying their environment.

Smaller organisms have less surface area, which allows them to stay cooler than larger organisms. So overall, global warming will result in the evolution of smaller animal breeds reproducing more than larger breeds.
