China has both the manpower and technological knowhow to become a leader in the renewable energy market. In addition, China’s large dependence on oil makes them an ideal candidate to become a major player in the renewable energy market. With low labor costs, complimenting lower capital costs (based on the law of economies of scale, if China produces renewable energy at a much larger volume than other countries which it is capable of doing), the China could very well become one of if not the main player in the renewable energy market.
The only reason I would say that they could not take over is that a lot of what determines leadership in this emerging market is who develops new technology and therefore gets to retain IP (intellectual property) rights for them, because these countries will be the leaders at least while they have exclusive rights over their inventions.
