If sand is naturally occuring material, than it probably will never run out unless the items it is composed of (rock and minerals) are not in large enough quantity. However, the only places I can think of with this scenario are forzen areas of the world which cannot “run out” of sand because they never had sand to begin with (at least not in any sort of recent history),
