Can carbon targets be a federal, state, or city thing?

    Carbon targets can be all of these. The Kyoto protocol asked for nations to sign this treaty and one of the goals were to reduce carbon emissions. Even though the U.S. did not agree to its terms, various states did such as California. Currently the American Clean Energy and Security Act of 2009 is proposing a 83% carbon reduction from 2005 levels by 2050. Various cities, such as San Francisco and Seattle have set goals for carbon reductions by 2020.
