Can carbon cutting and carbon credits be a tool to help our environment or will it hurt it?

Any sort of regulation to try and decrease the amount of carbon emissions produced will help the environment. Because there is currently little to no global regulation of carbon production, the smallest change can make a difference, even if this means giving credits to companies to allow them to pollute a certain amount, and then fining them if they pollute more. Carbon credits and cap and trade policies are ways to ease companies into complying with governmental structure without severely damanging the economy. This also gives them enough time to adjust their technology to be more environmentally friendly.
